Comprehensive Environmental Projects
Morris Library Asbestos Abatement
and Rehabilitation
Owner: Southern Illinois
University at Carbondale
Location: Carbondale,
Illinois
Facility: Higher Education
Date: 2001-2005
Project Background
This project was funded by the Illinois
Capital Development Board and consisted of a multi-year
engineering contract for specifying the removal of 30,000
square feet of asbestos-containing acoustical treatment
from the basement and first floor areas of the library.
All activities were performed by union trades during normal
operating hours and included electrical, mechanical, and
ventilation put-back work. Scrap assets from universal
wastes and salvageable steel added value to the project.
Burnham Hospital Demolition
and Environmental Remediation
Owner: City of Champaign
Location:
Downtown Champaign (Illinois)
Facility:
Abandoned Hospital Complex
Date:
2003-2005
Project Background
This project was funded through a tax increment financing
that is being repaid after development of the site. The
project involved the main campus demolition, an annex
demolition, and power house demolition. Waste segregation
was extensive, involving removal of potentially infectious
medical waste, disposal of PCB-tainted smoke stacks, recovery
of reclaimable refrigerants, and treatment of lead-tainted
water. Total project cost with engineering fees was 3.5
million dollars, including one million dollars for environmental
remediation and removal of seven underground storage tanks.
Surrounding lots and hospital complex were enrolled in
the Illinois
Site Remediation Program with the goal of obtaining
a comprehensive No Further Remediation Letter.
Linden Cottage Demolition and
Environmental Remediation
Owner: Illinois Department
of Human Services
Location: Alton, Illinois
(East St. Louis Area)
Facility: Linden and
Cedar Cottages
Date: 2003-2005
Project Background
Retained by Teng & Associates, as contracted by the
Illinois Capital Development Board for the design of a
new Forensic Center, the principle of Courtice|Grason
is the lead consulting-design engineer for the demolition
design and environmental remediation of a former tuberculosis
unit now known as Linden Cottage. Teng is a specialized,
value-added, integrated services organization providing
design, construction, and development for all major business
markets. Courtice|Grason's scope of work was to provide
specification sections and detailed drawings for the testing,
abatement, or remediation of PCB-contaminated surfaces,
potentially infectious medical waste, and characterization
of heavy metals possibly present from the historical use
of the property.
Kincaid Brothers Uptown Demolition
Owner: Village of
Louisville
Location: Louisville,
Illinois (Village Square)
Facility: Kincaid
Brothers Building
Date: 2005
Project Background
The Kincaid Brothers Building has been a village square
landmark since the late 19th century. The building reflected
the architecture of its time with unique stained glass
windows, carved moldings, and exterior fascias resembling
many gothic works. Courtice-Garson's principle project
manager prepared design documents for the general demolition
of the building and for hand separating a portion of the
building from a common wall shared with an adjacent structure.
Also specified was closure of an interior hand-dug well
and the protection and future stability of the adjacent
building and site. Site work included importing fill,
compacting, grading, and landscaping. Specialized trades
were recruited for rehabilitating the common wall and
for managing the scrap assets of salvageable materials.
CERCLA Assessment and LUST Determination
Owner: The GSI Group
Location: Paris, Flora,
and Newton, Illinois
Facility: All Corporate
Real Estate
Date: 2005
Project Background
Three corporate properties and adjacent manufacturing
sites were comprehensively investigated with regard to
their extent of liability and current regulatory obligation.
The project goal was to satisfy a due diligence request
and to conduct the necessary site investigations to meet
an accelerated closing deadline. Project highlights included:
- subsurface investigations to investigate a former
leaking underground storage tank. Client-reviewed work
plans helped tailor the investigation to a logically
discrete area of composite soil sampling.
- analysis of existing groundwater monitoring wells
for hydraulic gradient determinations. Groundwater data
was used to bracket the investigation to subsurface
areas that were deemed to be most likely impacted.
- investigation of other contaminants of concern (COC)
including the range of
semi-volatile organics, total lead, and ph. Site concentrations
were compared to the inhalation and ingestion route
pathway standards in the Tiered
Approach to Corrective Action Objectives guidance
document.
